The United Church of Canada welcomes the news of the recent arrest of former Philippine President Rodrigo Duterte by the International Criminal Court (ICC) in connection with highly documented crimes against humanity committed during the country’s “War on Drugs.” We recognize this as a significant moment in the pursuit of justice and accountability for the thousands of victims who were mostly poor and for their families who have long sought truth and redress.

As a church committed to justice, peace, and human dignity, we stand in solidarity with the people of the Philippines, particularly those who have suffered unspeakable loss and violence. We uplift the courageous and relentless work of the “Rise Up” organization in demanding justice for the victims and their families. We applaud the efforts of the National Union of People’s Lawyers in the Philippines who fought for justice even as its members were “red-tagged” and killed.

Mission and Service partner, the National Council of the Churches in the Philippines (NCCP) who prayed, gave spiritual strength, and provided sanctuary for the witnesses, is a model of bold discipleship. We also stand with the International Coalition for Human Rights in the Philippines (ICHRP) for their persistent pursuit of justice. Finally, we give thanks for the International Criminal Court in upholding the rule of law and ensuring that leaders are held accountable for human rights violations.

Even as we are encouraged by this news, we remember in heartfelt sorrow all who were killed, abused, violated, and destroyed. We call on global and Philippine authorities to ensure a fair and transparent legal process, free from political interference, and to prioritize the voices of victims in the pursuit of justice to the full conclusion of this legal process. It is important that government of Canada uphold due process and respect for human rights in the Philippines and everywhere. With growing concerns about state violations of human rights and attacks on human rights defenders, the Canadian ecumenical community is calling to Canada review its military support to the Philippines.

The United Church continues to pray and work in solidarity for just and lasting peace with partners in the Philippines who continue to be victimized by the same policies that Duterte instituted. We reaffirm our commitment to daring justice and bold discipleship, grounded in deep spirituality as we seek to protect the sacred worth of every human life.
